Might also be that they aren't getting the proper nutrition they need or their bodies aren't processing the nutrition correctly, so they re ingest the poop trying to get what their bodies need. Might try changing what you're feeding them.

If people don't want their dogs, they can release/retire the dogs. Or, they can give them away to a rescue or a new player or try to sell them. I don't think another kennel for unwanted dogs is really necessary.
