No. What if a player is suspended temporarily? When they are allowed back, all the dogs are gone? The required waiting period should remain applicable to suspended kennels.

You are able to control when your dog ages, and thus, when it has its pups. The most you'd have to wait, if you were a novice who had run out of turns, is 24 hours. I don't think this is necessary.
