well id recomend just using paint for borders them. just save it then open it to paint and use the rectangle tool all around the picture

yeah, or possibly create a new layer. that works for regular borders, but not bevels

do you know how to add borders? go to filters(if you have new GIMP) and then decor. but if the layers are screwed up then try selecting the bottom one

if your using photoshop, use that to change transarentcy go to layer options and there should be a bar thing that you can use to change opacity. and with GIMP use the eraser with a low opacity. and go over it to make transparent
