Obviously I'm not an expert, but I and others have never seen a dog that doesn't have 3 stars on the breed page get to 10x4.

Hyper is bugged. If on the info page the hyper isn't 3 stars they won't get past that. So, many breeds are bugged and won't get higher than 9x4.
