If you know who the breeder is or where they live, you could report them to animal control and hopefully they'd do their job and investigate.

Yes TNPD hates baths but will swim in a dirty pond or river any day. lol at Em! She acts like you're killing her when she takes a bath. But she doesn't hesitate one second to jump in the pond.
